I have two parakeets and at first they were fine, but now one of them..?

is eating off of its cage floor alot, i keep there food bowl full i hang up millets and i always change their water, so i see no reason for him to eat off the floor when thier is food in his bowl. i just don't want him to get sick. does anyone know why this is happening?
